Meeting Minutes January 2022
Chairman Siler called the regular monthly board meeting to order at 7:30 p.m. on Monday, January 10, 2022. Board members present: Chuck Siler, Lee Kegan and Steve Boyd. Others present: Laura Rasmussen-Treasurer, Katie Moll-Clerk, Bob Utphall, Tom Humpal, JoAnn Utphall, Kevin Brown, Cory Green, Carrie Green and Gordy Cronk.
 
Pledge of Allegiance was recited.
 
Boyd moved to accept the December General Meeting. Kegan seconded.  Motion carried.
Boyd moved to accept the December 14th and December 19th special Meeting Minutes.  Kegan seconded. Motion carried.
 
Financial Report given by treasurer Laura Rasmussen.  Account balances for the month end were as follows: General checking $113,120.31; Equipment Fund $16,273.43 General Savings Fund $187,060.24, ARPA Grant Savings $33,983.94.
 
Clerk Report given by clerk Katie Moll.   Regular December board meeting.  2 special meetings-postings and minutes.  Completed continuing education requirements for Wis. Elections Commission.  Updated county on spring primary absentee ballot needs and Absentee voting hours.  Completed 2021 Wis. Emergency Mgmt. Tier II Annual Chemical report.  Completed 2021 Annual Injury and Illness Report.  Completed 2022 2% Self Certification Dues Calculation for Boyceville and GC Fire Departments.  Completed 2022 Manufactured and Mobile Home Monthly Municipal Fees/ Lottery credit Form LC-220 calculations and mailings for all tenants.  Completed employment verification and paperwork with new employee Brad Eggen. Calculated and completed Town Board Annual Salary.
 
Public Input
  • New Patrolman, Brad Eggen, introduced himself to townspeople.
  • Siler updated on Final Rule regarding ARPA funds.  We will be allowed to use for road projects.
  • Carrie Green asked the following:
At the December Ambulance District meeting I was told to take my questions about the ambulance district to my town meeting representatives and then my representative would get my answers so here are my questions in writing. 
 
Last month the board asked the chief to complete a new policy for new hires and reimbursement. When there currently are policies in effect? Unless all policy/procedures were dropped to be reapproved shouldn’t they all still be in force? No matter who the management is? When you step into a leadership position you familiarize yourself with current policies and procedures and propose changes as needed.   You don’t just drop the ones you had.
 
I was at a meeting that a procedure was put in place where 2 people had to sign off on DC purchases was this procedure dissolved in any meeting? Is it still being followed?
 
 I'd like to see all the bills for the last 3 months and purchase orders?  Where is the accountability?
 
No one is asking to see the bills and receipts this is what got us here in the first place. But agree to pay one that no one had an explanation for.  Also copy of the approved budget for 2022.
 
 If we are not able to transport patients, we are not making any revenue how long before your borrowing money to cover expenses? HAVE WE DONE A REALIZED PROJECTION?
 
I would like to see the punch in and out of all staff for the month?  Where is the accountability?
 
No one is asking to see the bills and receipts this is what got us here in the first place. But agree to pay one that no one had an explanation for.
 
How many people took call this month besides the chief?  How many hours?
 
On a personal note,
As the wife of a firefighter that does risk himself for our communities, I know that there is currently a signed agreement between fire and ambulance to have a fully staffed ambulance at all structure fires. This agreement does not just go away because of new management these things were agreed upon to keep our hero’s safe. If it is something that just can’t be followed, then a new agreement needs to be reached between the districts and a contingency plan completely agreed upon.
 When we only have one person staffing an ambulance this is not considered fully staffed. If a firefighter were to get hurt, then what that hero dies while waiting for someone to come to his /her aid.

  • Fire Chief Cory Green raised concerns about having an ambulance at every fire call.  He demonstrated several times when this did not occur questioning the safety of the fire department members on these calls.
 
Patrolman’s Report
  • Brad’s first week.  Still learning where everything is.  Did have some snow to move as well.
  • Kegan moved to have a debit card for Brad w/ limit of $250.  Boyd seconded. Motion carried.
  • Kegan moved to buy carbide blades and hardware from the county for the 1-ton truck.  Boyd seconded.  Motion carried.
  • Discussion regarding packer purchase.  Tabled until later this year.  Possibly rent from fire department.
  • Kegan moved to pay Kevin Brown a $250 bonus.  Boyd seconded.  Motion carried.
 
 
 
Boyd moved to pay vouchers. Kegan seconded.  Motion carried.
 
Kegan moved to adjourn meeting.  Boyd seconded.  Motion carried.
